The Conference Guidebook can be found on the only official Law Enforcement Web page, which is linked to www.learningforlife.org. Advisors may want to use this Web site address to locate the local Learning for Life office. You can do this by inputting your zip code. You will be provided with the address and telephone number of the Learning for Life office nearest you. Call the local Learning for Life office for its three-digit identification number, which is needed to complete various forms that will be turned in to the national office.

Registration is open only to posts, adult participants and youth participants registered in law enforcement Exploring. (Refer to the Safety First Learning for Life Guidelines for a list of requirements.)
The conference is available to registered participants only due to insurance and liability concerns.
The post deposit is $100. The conference fee is $350 per participant. (The individual deposit of $50 due March 1 is a portion of the full participant fee.)
A deposit of $100 per post is due as soon as possible with the completed and approved Post Reservation/Security Deposit Form. The form should be approved by the local Learning for Life office. Make checks payable to Learning for Life (NLEEC) and mail to Law Enforcement Exploring, 1325 West Walnut Hill Lane, S210, Irving, TX 75038. Post Reservation/Security Deposit forms received without local Learning for Life approval will be returned, delaying the process.
On receipt of the registration form and deposit, a confirmation packet will be sent to the Advisor. All information will be mailed to the listed adult on the post reservation form. If you do not receive your packet within two weeks of submission, contact the registrar at 972.580.2418.
The $100 deposit will be used initially to guarantee housing until conference registration has reached capacity. After receipt of individual registrations for the post, it becomes a security deposit for posts with fee-paying participants from the post, refundable after the conference (minus any damages at the university). The security deposit will be applied to lost keys, lost linens, etc. All damage liability is the responsibility of the post. Any damage in excess of $100 will be billed to the post. The $100 will be refunded minus any claims, within 45 days of the national Learning for Life office receiving the university billing and pending completion of the damage checklist by both the post Advisor and university personnel.
This $100 will not be applied toward payment of registration fees.
Because of expenses incurred by the Exploring program, law enforcement agencies, and the university, we are not able to refund the deposit if the post does not attend the conference.
Deposits and/or reservations cannot be accepted after the conference housing has reached its capacity.
The process for transmittal of participant payments will be included in your confirmation packet.
Note: All further transactions, fees, rosters, and competition selection will be conducted directly between your post and National Law Enforcement Exploring, 1325 West Walnut Hill Lane, Irving, TX 75038. Inaccurate information and incomplete forms will delay processing and may result in cancellation. Deadline dates are critical.
A $50 per person deposit will be due to the national Learning for Life office by March 3, 2008, or before conference capacity has been reached. The $50 deposit per person is applied toward the individual fee of $350. This deposit is nonrefundable. 3
The balance of fees, along with individual registration forms and the Competition Registration Form, will be due at the national Law Enforcement Exploring office by April 30, 2008. The $50 individual deposit will hold a space for the individual until April 30. After April 30 alternate posts and any new posts will have the opportunity to register until capacity has been reached.
Individual registrations canceled before April 30, 2008, will lose the $50 administrative fee per person. Individual registrations canceled after the housing guarantee date of April 30, 2008, will lose their total fee.
The fee includes conference program fees, lodging for five nights, and 14 meals, beginning with dinner on Monday.
To be a confirmed participant, the total fees with individual registration forms must be submitted before conference capacity is reached. Partial fee payments will not be accepted. Please do not make nonrefundable arrangements unless you are confirmed to attend.
Until competitions have reached capacity, posts who have submitted the Competition Registration Form and Individual Registration/Health Forms with total fees paid will be confirmed for drill, pistol, and team competitions. Thereafter, confirmed posts may participate in all other activities except team competitions. The Competition Registration Form for confirmed posts is due at the national office by April 30, 2008.
Registrations with properly completed forms and on-time fees will be accepted on a first-come, first-served basis. The limit of the number of Explorers and adults attending the conference is well above the team competition capacity.
It is important to remember that all communications with your post will be sent to the name indicated on the Post Reservation/Security Deposit form. If the name of the individual changes, it is the responsibility of the post to communicate that change, including transfer of materials and forms already mailed or processed. We will attempt to send returned mail to the department/agency listed.

Knowing that post expenses are achieved by the efforts of youth participants the objective is to keep conference costs as minimal as possible. We do not have the objective to make money from activities. However, there are some behind the scenes costs that arise from the sheer amount of information that must be maintained and communicated, special software, liability requirements, accident/sickness insurance requirements, and contracts that require rules on refunds.
Providing refunds under certain conditions will not happen:
Colorado State University is a large, non-air-conditioned campus. Daytime temperatures could exceed eighty-five degrees. Meals will be served in campus dining halls. You will find Colorado State University to be a beautiful, historical university with pride and tradition, and with many new facilities. All meals will be served in university dining halls. Meal credentials will be issued during registration. Meals will begin with dinner on Monday, July 21, and end with breakfast on Saturday, July 26.
Kosher meals are available at an additional charge - usually at a rate of $10 per meal. Use the Housing/Check-in roster to indicate special needs. We will not be able to honor requests received after the deadline.
The adult leader listed on the reservation form will receive the check-in roster for the post. The university will assign Explorers and leaders to their rooms. If a name list is submitted after April 30, no options on housing can be accommodated. Partial room assignments will be filled by Explorers or adults from other posts. All housing will be by post.
Posts will be housed in university dorms, which are not air-conditioned. Coed posts must provide coed leadership. Each participant will receive a pillow, blanket, sheets, and towels. Adults will room with adults and will be housed with youth but on rare occasions could be separated.
Upon check-in and check-out, each Advisor will be asked to complete a room status and inventory form. This acknowledges responsibility for all items and the condition of the room. Any damage to the room or university property should be assessed at checkout.
Room keys will be issued by residence hall personnel. Advisors will collect keys and return them to residence hall personnel at the end of the conference. The Advisor is responsible for any lost-key charges by the university. We recommend you obtain a signed receipt for the keys you return.
For travel purposes only, arrangements for early arrival on July 20 are available. After-conference rooms are not available. Housing is limited and will be filled on a first-come, first-served basis. Posts arriving early may be asked to relocate to another residence hall when the conference begins. Early accommodations must be arranged in advance using the Pre-Conference Lodging Registration Form, found in the "Forms" section.
Parking on campus is by permit and is very limited. Parking meters are common, and the university strictly enforces designated no-parking areas. Permits are given at registration according to the dorm you are assigned.
Most facilities have accommodations for people with disabilities. Requests for special accommodations should be included on the roster form you will receive in your confirmation packet. Special requirements will necessitate additional costs.
All posts must have adult leaders 21 years of age or older who are approved by their local Learning for Life office, and having completed the Youth Protection Guidelines.
All posts must meet the two-deep leadership requirements set by Learning for Life. Coed posts must have a minimum of one male and one female adult leader 21 years of age or older in attendance at the conference. Posts with only male members must have at least one male Advisor. Posts with only female members must have at least one female Advisor.
These adult leaders must remain on campus while assuming full responsibility for the health, safety, and conduct of their Explorers. The leaders will be expected to handle matters referred to them by the conference committee.
Adult leaders will be accountable for their personal conduct and example. Violations of the conference code of conduct will result in immediate communication with a "home-based supervisor" (chief, sheriff). Serious infractions of rules, regulations, and ordinances will result in immediate removal from the conference.
Post uniforms are the appropriate attire for the evening functions, with the exception of entertainment night, which is informal. Daytime dress for the conference is generally casual; however, we must keep in mind that members of the media will be on hand during the week. Daytime attire may include shorts and T-shirts. T-shirts will be available in the Cop Shop. Wear conference T-shirts for daytime events. Dance themes may suggest an era of clothing ('50s, country, etc.); however, clothing should reflect conference objectives.
Explorers participating in team competition are asked to compete in uniform.
The conference committee has determined that the conference uniform will be stripped belt. No batons, Chemical Mace, P-24s, or cartridge or speed-loader slipcases will be permitted. Handcuffs will be permitted only during the half-day that the post is involved in team competition. Flashlights and notepads are permitted. The conference committee has adopted a policy that also prohibits firearms on campus. Whistles are discouraged on show nights. The use of laser beams can create problems to presenters and guests. Please do not aim lasers at people.
Warning: Colorado state law and university regulations prohibit the possession of firearms on the campus by anyone other than duly authorized local law enforcement officers having jurisdiction on the campus as provided by law. The possession of firearms by anyone on campus is not allowed.
Conference offices will be in the student center.
Each dorm will have a senior dorm adviser and other dorm advisers who will work with Explorer Advisors to provide a safe environment for Explorers. Advisors are expected to take the primary responsibility for their Explorers during the conference.
A conference security/health office will be located on campus to serve you in the student center.
Emergency phone numbers are provided for family members of conference participants: Colorado State University campus police, 970-491-6425; or Campus Conference Services, 970-491-6222 (between 7:30 a.m. and 4:30 p.m.) Only family members with family emergencies should use these numbers. On-campus medical and security emergency contact numbers for participants will be issued during on-site conference registration.
University regulations and city ordinances require that buildings be evacuated when fire alarms are activated. Failure to evacuate when directed may result in criminal prosecution.
Warning: People who willfully activate a fire alarm without justification will be arrested and prosecuted to the fullest extent of the law.
A Medical Health/Consent Form is required of all participants. Parent's/guardian's signature is also required for Explorers younger than 18. These forms must be submitted by April 30, 2008. The Explorer or Advisor should keep a copy.
We hope you take every advantage of the Ft. Collins area. Many people requested that we locate one of the conferences in this area. It is difficult to find an institution that has the facilities to make it available to the Law Enforcement Exploring conference. Every conference location has attractions as well as challenges. Please take the critique form home and, as a post, take the opportunity to complete the form. That information will help make the 2010 conference even better.
